They say that every year around this time, it floods. Therefore an annual flood. If its an annual flood, why is it such a surprise to most people? You know that more then likely your house is going to be flooded, so why not prepare farther ahead, then what they do now. I know its hard to predict, but better safe then sorry right? Another thing that really made me wonder, was why do people live where they do. If theres "annual" flood, wouldn't it just be easier to move, that way you don't have to sandbag, pay for damages, and watch your life get washed away EVERY SINGLE YEAR? Honestly, I don't know how people living along the river can deal with watching/paying for their life that is being washed away, literally, every year.
