They Only Have So Many Sandbags.

Lots of people are putting up sandbags to block the water, like in this photo. If the water keeps getting higher then theres only so much they can do, because they only have so many sandbags right? So what happens if the water breaks through the sandbags? Or gets so high that it goes over top, then all the streets, houses and business' get flooded. Then what are the people in the town going to do? Even when the water goes away the buildings will still be severely damaged.
