Stop the Water

Workers pile up sandbags in anticipation of the Red River flooding

All of Winnipeg and the surrounding area is flooded with water.  The Red River is over flowing causing closed roads and destroyed houses and there is very little being done about it.  Although over 1.8 million sandbags have been given to people all over Winnipeg but houses are still being flooded.  Also sandbags have been stacked along the Red River like this picture.  Even with all these sandbags Winnipeg is still flooded and 0ver 700 people have had to leave their homes.  Although the sandbags aren't completely stopping the water, what would the city look like if the sandbags weren't there?
